These are common in the Japanese town streets immediately after the winter seasons when summer comes and therefore are fashionable.

This happened at the end of twentieth century and quickly companies started making products to sift out the UV radiation to protect the skin burns and other problems. The umbrellas immediately became perfect accessories to shield the skin and not particularly for fashion. However, one can still conclude that such people value beauty of their skins. The Japanese women are extremist if it is about skin as they often wear big hats, long gloves, or caps and use umbrellas to protect it.
